A three-step methodology was used to create a framework and roadmap for the Ministry of Health’s digital health strategy:
1.Analysis
The analysis phase was achieved through a comprehensive study of the healthcare system in the Kingdom of Saudi Arabia and global best practices to identify, analyse and integrate key inputs to develop a framework and roadmap for the Ministry of Health’s digital health strategy.
The stakeholders that require the development of a framework and roadmap for the Ministry of Health's digital health strategy have been identified and analysed.

- Transforming the Ministry of Health into a supreme regulatory body in the health sector (Ministry of Health from 2.0 to 3.0).

2.Visioning
The visioning phase was achieved through broad collaboration to jointly design the desired future state with stakeholders, and co-design the desired future state including the vision, mission and strategic direction of the Ministry of Health Digital Health Strategy Framework and Roadmap.

- Envisioning new roles and responsibilities for digital health in the Ministry of Health in line with the Ministry of Health’s transformation plans.
- Updating the vision and mission of digital health in the Ministry of Health

3.Strategizing:
The strategizing phase was achieved through engagement with relevant stakeholders to identify and prioritize strategic objectives, strategic KPIs and initiatives to create an implementation roadmap for the Ministry of Health’s digital health strategic framework and roadmap.
