Electronic Participation Policy


At the Ministry of Health, we aim to enhance effective communication with the community through a safe and productive interactive environment. This page provides the necessary guidelines and regulations to ensure ideas and opinions submission. We also value your participation in achieving our common goals.

Vision:
To establish effective and sustainable communication between the Ministry and the community through innovative electronic participation mechanisms that ensure transparency and continuous interaction, contributing to the improvement of services provided to the Ministry's beneficiaries.

Objectives:
  1. Enhance Transparency: Provide electronic platforms that allow the public to access activities and policies, enabling them to share their opinions and feedback.
  2. Improve Service Quality: Collect suggestions and ideas from citizens and beneficiaries to develop and enhance the services provided, meeting their needs and aspirations.
  3. Encourage Active Participation: Provide interactive tools and mechanisms that enable citizens to participate effectively in decision-making.
  4. Enhance Continuous Communication: Create permanent communication channels that allow citizens to communicate directly with the Ministry and continuously provide their feedback.
  5. Support Innovation and Creativity: Open the door for citizens to present their ideas and innovations that can contribute to the development of government work and achieve sustainable development.
  6. Measure Public Satisfaction: Conduct regular surveys and studies to measure public satisfaction and utilize the results to improve performance and services provided.
  7. Achieve Community Integration: Enhance cooperation and partnership between the Ministry and the community across different segments to create an integrated work environment that achieves common goals.
Guidelines and Conditions:
The Ministry of Health adheres to the guidelines mentioned in the national document for electronic participation ​Electronic Participation Guidelines - Digital Government Authority. 

Types of Topics to be Presented:
  • Laws, regulations, procedures, service evaluations, general opinions.
Available Participation Tools:
  • Evaluation channels on the electronic portal pages.
  • Consultations posted on social media.
  • Call centers. 
  • Complaint and suggestion forms.
  • Platforms like "Tafaul​" and "Estitlaa".
Procedures:
Phase 1: Topic Proposal:
The Ministry publishes topics to the targeted audience or the public and requests electronic participation in decision-making via:
  • The electronic portal.
  • X Platform.
Phase 2: Collecting Electronic Participation:
  • When a topic is introduced, you can share your opinion according to the guidelines and terms mentioned below.
  • After the specified participation period ends, the Ministry will close the participation window for that topic.
Phase 3: Analyzing Participation:
In this phase, the contributions are sorted and analyzed, and the appropriate ones are used in decision-making and policy formulation.

Phase 4: Decision Announcement:
In this phase, the actions taken are announced on the topic page, along with appropriate responses to the most prominent contributions, as far as possible.

Roles and Responsibilities:
Responsible Entity:
The electronic portal content management team reviews all community contributions and shares them with decision-makers at the Ministry before publication to ensure quality and elevate the levels of dialogue to achieve the desired goals. The Ministry also reserves the right not to publish or delete what it deems inconsistent with its policy or the applicable laws in the Kingdom of Saudi Arabia.

Topics:
Topics are submitted to the responsible entity from all departments of the Ministry for review and preparation for presentation to the targeted groups. Each owning department is responsible for informing the responsible entity of the final decision.
