04 February 2015
His Excellency the Kuwaiti Assistant Deputy Minister of Health for Technical Affairs and member of the Executive Council, Dr. Qais Al-Dowairy, underlined the importance of measurement and accumulated expertise for supporting the health care potentials at all stages.

During his participation in the 78th Conference of the GCC Health Ministers Council, which was opened Wednesday morning in Riyadh, he said, "The Conference includes a number of topics and programs, all of which covered by the Conference theme: (Measuring Health Systems: the Way to Excellence). Health systems are so complicated that they need of many criteria and indicators for measurement, so that we could allocate financial resources for them, qualify human cadres to prompt integration of the service, and achieve its quality. We should also make sure that the methods of measurement and evaluation are considered by those concerned. We also need the accumulative expertise to support the health care potentials at all stages, whether the primary, secondary or specialized care. And the measurement should go in line with the international standards and institutions which carry out this measurement, as well as with our local laws.

He hoped that the Conference will be successful and come up with an integrated outcome on measurement of the health systems performance. “Such a trend still needs to be furthered after signing the related document by the GCC Health Ministers,” he said, “so that each system and health sector has its own measurement to evaluate the performance, no matter what the outcomes or resources that are placed for each sector are.” He went on to say, "I would like to extend my thanks and gratitude to the Saudi Ministry of Health (MOH), represented by its Minister and employees, for their warm welcoming, hospitality and good organization, which comes as no surprise from our Saudi brothers. We wish all success and prosperity country progress."

Dr. Al-Dowairy extended his condolences to the Custodian of the Two Holy Mosques, King Salman bin Abdul Aziz, HRH the Crown Prince, and HRH the Deputy Crown Prince on the passing away of the Custodian of the Two Holy Mosques, King Abdullah bin Abdul Aziz, May Allah bless his soul.
